California's Model for Paid Maternity and Paternity Leave

In 2004, California enacted the nation's first paid family leave program, which enables parents to take up to six weeks off to bond with a new child and still receive a paycheck for that period. The program is part of the state's disability insurance system and funded through an employee payroll tax so employers are not paying for their employees' time off.  (It also allows parents to take time off to care for a sick spouse, child or registered domestic partner.) 

Regulators Ascendant in Financial Reform

As the Dodd-Frank financial reform bill becomes law of the land, Reid Cramer, Director of the Asset Building Program at the New America Foundation, asks if the bill is strong enough to prevent the next financial meltdown. Cramer explains why he thinks it goes a long way in creating a necessary but not sufficient basis for reform. At many turns, the bill opts for discretion rather than dictates. It has potential but makes few guarantees. Much of the promise lies in the creation of two new regulatory bodies, one focused on Wall Street and the other on Main Street.

States Share Information on Quality Rating and Improvement Systems

Over the past several years, states across the country have been creating Quality Rating and Improvement Systems (QRIS) to rank the quality of early learning programs, whether child care centers or preschools, and provide coaching to teachers and administrators to help improve them.  Now, as states realize the technical questions and hurdles that must be overcome in designing these systems, many of them are coming together to learn from each other in an online resource called the QRIS National Learning Network.

Revising the Poverty Measure

As the Obama Administration plans to revisit way we measure poverty, Reid Cramer, director of New America's Asset Building Program, says the official poverty line is way out-of-date with contemporary living standards -- all but ignoring the current costs of housing, transportation, and child care. It also fails to account for regional cost of living differences or the value of government transfers like the EITC. Consequently, the measure has limited value in describing economic adversity and the impact of our policy efforts. An overhaul is long overdue.
